Digital Horizons Foundation is guided by a multidisciplinary leadership team whose experience spans nonprofit development, entrepreneurship, wellness, finance, and organizational strategy.
Our board reflects a shared belief in the transformative power of education and opportunity. Collectively, our leadership brings expertise in Mexican nonprofit initiatives, business development, personal growth and resilience, financial guidance, and operational management.
The Foundation is further strengthened by executive administrative support with specialized experience in CRM systems, donor organization, and development coordination—helping build the structure necessary for sustainable growth and long-term impact.
Together, we are committed to creating practical educational pathways that help underserved youth build more independent and hopeful futures.
Judith Frothingham, founder
Judith Frothingham is the founder of Digital Horizons Foundation, created to help incarcerated youth in Mexico build practical digital skills that can transform their futures.
A longtime entrepreneur, creative professional, and advocate for second chances, Judy divides her time between Mexico and the United States. Her vision for Digital Horizons began unexpectedly during visits to CEMPLA, a juvenile detention center in Morelos that houses youth ages 12–18. She was invited by a close friend who volunteered there weekly, teaching yoga to help reduce stress among the residents.
During conversations about how best to support these young people, ideas ranged from donating toiletries and basic necessities. Judy saw a deeper need. “They don’t need soap—they need opportunity,” she said. “They need basic computer skills that can help them earn a living wage when they are released.”
That realization became the foundation of Digital Horizons. In summer 2025, Judy helped launch a two-month pilot program at CEMPLA in partnership with a Canadian nonprofit whose school-year work in rural communities allowed them to dedicate their summer to the project. The pilot introduced incarcerated youth to foundational computer literacy skills and demonstrated both strong student interest and the urgent need for consistent access to digital education.
Digital Horizons now aims to expand that pilot into a sustainable program that equips justice-involved youth with marketable technology skills, opening pathways to employment, dignity, and independence—and ultimately helping reduce recidivism through education and opportunity.
Onagh Ash, director
Onagh Ash brings decades of leadership experience in technology, business development, and nonprofit service to Digital Horizons Foundation. After a successful career in enterprise software and consulting, including leadership roles in Silicon Valley, she turned her focus toward philanthropy and expanding opportunities for underserved children and families in Mexico.
She has played an active leadership role with Boys & Girls Club of BCS and founded GJC (Gente Joven por un Cambio), where she has worked to improve educational access and create stronger futures for young people facing significant barriers.
Her experience building organizations, cultivating partnerships, and serving vulnerable youth makes her an invaluable advisor to Digital Horizons Foundation, Inc. as it develops technology education programs for incarcerated youth in Morelos, Mexico. Onagh shares the Foundation’s belief that practical digital skills can create independence, dignity, and real second chances for young people rebuilding their lives.
Robert Elliott Leslie, director
Robert Elliott Leslie is a New York–based architect, real estate executive, and business strategist whose career has centered on planning, oversight, and responsible asset management. A registered architect in New York since 1985, he founded REL Architecture in 2011, specializing in residential architecture, consulting, and project review.
Over the course of his career, Robert has managed complex projects involving site selection, operational planning, budgeting, construction oversight, and due diligence for major organizations including MetLife, Instinet, Hoechst Roussel Vet, McGraw-Hill, and leading institutional real estate firms. He has overseen portfolios valued at more than $400 million and brings deep experience in strategic planning, financial stewardship, and operational accountability.
As a director of Digital Horizons Foundation, Inc., Robert helps ensure that the organization is built on strong governance and thoughtful long-term planning as it works to provide incarcerated youth in Morelos, Mexico with digital skills that can lead to employment and reduce recidivism.
Robert holds an MBA from The Wharton School and a Bachelor of Architecture from Pratt Institute.
Víctor Manuel Abarca Peña, director
Víctor Manuel Abarca Peña helps people transform their lives through discipline, responsibility and personal growth. His experience in coaching clients to build confidence and develop healthy habits is closely aligned with the mission of the Digital Horizons Foundation to help vulnerable young people develop the structure, skills and self-confidence needed to build independent futures.
Betsaida González Medeles, Executive Administrator
Betsaida González Medeles has more than 15 years of experience driving profitable growth in top-tier companies. She is experienced in CRM strategies, and market analysis as well as expertise in high-level negotiations, P&L; and management.
